They will not alter the Dragon Disciple.
Likely, there will be no extra wording for the Bloodrager either.
The best you can hope for, is a feat that allows this, like Scaled Disciple does for Kobold Oracles.

No, because the Arcanist actually gains Sorcerer Bloodline progression through the Blood archetype.
While the Bloodrager may have a class ability called "Bloodline", gain powers from that Bloodline, and each Bloodline has a name that is the same as those a Sorcerer would get, they aren't Sorcerer Bloodlines. They are Bloodrager Bloodlines. They don't stack with a Sorcerer's Bloodline if he multiclasses, though if he does multiclass into Sorcerer the Bloodlines must match. Just as a Sorcerer that multiclasses into Bloodrager wouldn't stack the Bloodlines.
This means that regardless, going into Dragon Disciple is a wash for a Bloodrager since they lose out on they Bloodline progression while starting from scratch on a separate one.
It could be house ruled that a Bloodrager with Draconic Bloodline could have that count for Dragon Disciple, but then you've just cut out every other Bloodline from Dragon Disciple.

The Blood Arcanist says that he treats his Arcanist levels as Sorcerer levels for the purposes of his bloodline. The Disciple adds his levels of DD to his Sorcerer levels for the purposes of the Bloodline. So everything stacks up.
The Bloodrager's problem is that he doesn't get a Sorcerer bloodline in any way, but the Blood Arcanist explicitly does not have that issue.
