How often do new sets get put out? Right now the two starting sub sets are for $279 and $359. Are those standard prices? Above/below average? I'm just trying to figure out if this is something I can afford. From the description, it looks they try to send you enough that you should almost get a complete set. So, to me, this implies that it is designed for collectors and not just retailers as one might first think, is this assumption correct?

I'm not sure how many sets they're going for in a year. Three or four, I think. That said, they sometimes get pushed back, like most other product lines.
Under the new pricing in the blog post linked above, I believe $279 is the standard sub price, barring any future increases. The old subscription had a higher case price on the theory but more discounts on smaller sets.
Yes, if you order a factory-sealed case, the intention is that you will get a full set of each release. They don't guarantee this, as human error can lead to cases being packed incorrectly, but there have been very few reported instances where someone missed a mini out of a sealed case. I've received every set so far but one and have always gotten a full set.

I already have a subscription so I can't add one to my cart to see what you're seeing. Is the Reign of Winter set the one that's showing up more expensive? I know that, because it was already in the system when they changed the subscription discount, the price didn't update correctly and they had to go through and lower them manually in most people's carts. I can tell you that I paid $279.99 for my RoW case when it shipped, after they corrected the price in my cart.
TLDR: No matter which case you start with, the price should be $279.99, although Customer Service might have to poke something with a stick to get it to display correctly.

Yes, while Paizo and WizKids do not guarantee you will get a full set, I have not heard of anyone who bought a sealed case not getting a full set. From my personal experiance I have pulled a fell set from every case I have bought and only had to buy additional rares from the singles market because I wanted more than one of some rares.
