Has any 3rd party publishers published any books adding additional material of this kind?

Legendary Games published "Ultimate Rulership", that adds different buildings (and I think rooms), and other kingdom building stuff. As for regular downtime stuff? No idea, as I don't have the book (one of the GMs I play under has it). No idea about any other 3pp that has a book with Downtime stuff.
