Can unaffiliated players contribute to upkeep?

I'll be honest, as I was trying to read that again my eyes glazed over a bit.

In response to my question I'm guessing that you're referring to permissions that can be granted by an owner as to who may mess with their stuff?

I was thinking more along the lines of a stranger making use of a facility and then adding something to the upkeep of the facility to keep it running. The owner has no clue who this person is and shouldn't have to give him any special access. Does that sound possible?
