fame and max gold item

I don t understnad how fame and max gold work. If my player have 3 points of fame they can t buy anything? Also the item they found in the scenario?

You can buy anything off the Always Available list (page 23 of the Guide to PFS Org Play) or off your PC's chronicle sheets, regardless of your PC's Fame score.

The Fame score unlocks access to buy anything else (that's allowed in the campaign rules).

There are 4 ways to make a legal purchase.

1) Available on the Chronicle (more or less useless, you'll have the fame before you have the gold)

2) Prestige points spent on an item (the 2 pp most adventurers spend on a wand of CLW or infernal healing after the first adventure)

3) The always available list: sucks up the martials gold for the first 5 levels getting +1 armor, weapons, mundane items, alchemical items and special materials.

4) FAME. Its going to live forever. The society is not just going to hand a vorpal sword to any rich schmuck thats just starting out, or have someone special order your magic item. You need to get clearance for that stuff. The more fame you have, the more expensive items you can spend your gold on.

9 1,500 gp
13 3,000 gp
18 5,250 gp
22 8,000 gp
27 11,750 gp
31 16,500 gp

So if you have less than 5 fame you're stuck ordering off the rack. If you have 18 fame (around level 4-5) you have enough pull to order almost anything you have the gold for. After that fame shoots off WAY faster than gold.
