It looks like ESO is taking a similar approach to PFO in allowing characters to potentially learn "everything".

My Endgame is Not Your Endgame

The games are entirely different but I just wanted to point out the continued character progression.

Now I expect this will be a more and more common theme in MMO's but there is a certain danger in allowing everyone to be everything.

Champions Online suffered a bit from this fate before going F2P and creating "classes" for their F2P players. If a player can create a character that can do anything, they will not have a reason to team up with other players. If a challenge is too difficult or dangerous then players will team up for that task and then split off into their solo adventures once it is finished.

PFO, while allowing a character to learn everything, is restricting how available those skills and abilities are. So it is likely that you will still have characters focusing more on tanking or healing or controlling, etc. which will (hopefully) help to encourage teaming. That's in addition to the "encouragement" due to the FFAPVP aspects of the game.
