Out-Of-Tier question

I have a question regarding out-of-tier gold in Tier 1-7 adventures. The answer seems pretty clear, but I was somewhat confused.

First, with a group of 5 and TPL of 11 (three 3's and two 1's), the APL would be 2.2 and we'd play subtier 1-2.

The way I interpret the rules, the 3rd level PCs would get the average of 1-2 and 3-4 gold.

Are both of my assumptions correct?

yes. the lvl 3's get the halfway mark between 1-2 and 3-4 for gp.
