The reason I said nations at the thousands level is because Ryan stated they expected "settlement organizational structures" to be at that level, instead of saying "settlements". To me, settlement organizational structures is a set that includes nations and whatever else they choose to put up at the macroscopic kingdom level. But of course, I could just be interpreting things incorrectly.
