I'd say yes. At least that is how it appears.

Well she is wearing leather armor which is +2. She has +2 dex bonus. She is small size. Thats 15 AC.

Where does that extra +2 come from?:

I cannot find the extra character sheets. I seem to recall PAIZO supplying extra goblin character sheets beyond the four characters mentioned. Any idea where those are for groups with more than 4 players?

There were only 4 offical ones, there are 2 more fan-made ones, but these are not PFS legal, if you have more than 4 players in a PFS version, you need to have some duplicates
