I played my first PFS session last year with a level 4 pregen. I played in a 2-4 Subtier sanctioned module and received a chronicle sheet for full credit.
After this I built a level 1 character and have been progressing him normally, and I was ignorant to the possibility of applying it as credit to my new character until recently. My character now is level 5 and I have not applied the credit.
My question is this: can I still apply the 2-4 tier credit to my level 5 character? Could I instead apply that credit to a new level 1 character I just started once he reaches level 4?

It should've been applied as soon as he reached level 4, and he is now out of tier, so no.

Yes.
You may need to contact your GM/event coordinator to get the situation resolved if he's already reported the session and put your first PC's number in. Which character number is written on your chronicle sheet?

It was assigned to "-1" at the time, even though I hadn't made a character yet. It shows character as "Unknown" currently.
