Now I have only ever played one RPG, and that was Rifts. I have gotten some what tired of having to own 50+ books to play a fun game, so i decided to pick this up after a great conversation with a Fellow GM at a Comic book store.
My question comes from understand more difficult rules from the Rifts System. Does AC effect the the chance to be hit, or to do damage. Does a high enough roll but not the total AC rating mean you hit but do no damage do to armor? or does AC work like a Active Defensive system, where a fail roll means no hit, The PC naturally parried or dodged the attack or even take the the hit but AC prevents any damage.
Or am I making a Fun easy System harder than it needs to be lol.
Also is there a Targeting system, as in a way to Shoot a hand, or head.

As Oladon mentioned, it's a simplified abstraction because it technically does include things like actively dodging incoming blows (DEX bonus to AC) as well as deflection of attacks by armor (armor AC) or blocking attacks with a shield (shield AC).
Fluff aside, per the PRD, AC is "...the attack roll result that an opponent needs to achieve to hit you." If the aggressor's attack roll, with all valid bonuses, does not meet or exceed the the target's AC, then the attack does not hit in any way that allows any effect beneficial to the attacker to trigger.

I'm not sure the Rules Question forum is the right place for this.
As Oladon said, AC is an abstraction that only has meaning inside the meta-level of the rules. What exactly happens when an attack fails to beat the AC is completely up to GM and player. Just as it is up to them to decide what HP damage means. One could, for example, say that most "hits" don't really wound someone, with the first hits just wearing them down until the latter strikes actually break the skin and the last pierces his hearth.
All up to the GM.

I thought/figured i was making the AC system more difficult then it needed to be. I have not run a game yet, I may run a few small task with my Players till we get the hang of this new system before I pick up the pace.
I was hoping their was no Called shot system.
Most of the groups with which I've played don't use Called Shots. Like I said, it's a variant rule, which means it's completely up to your group whether you want to use it or not.
Have you considered running something from the Beginner Box?
