"Materials Provided?"

For the lottery events where it states "materials provided" and does not list a character level am I to assume that we will pick from pregenerated characters?

Generally, yeah. Materials provided means pregen characters, and possibly other stuff as well (dice, scratch paper, pencils, etc.).

Generally you should probably have your own dice, note paper, and pencil for any games. Materials provided generally does mean there will be pregens available for use if needed.
