I'd ask that question on the Hero Lab Forums. A lot of their programmers answer questions on there.

Can Hero Lab be installed on a Microsoft Surface RT? If not, are there any plans to port to it?
Thanks
One of my players has been using HL on a Microsoft tablet of some sort. I don't know if it's an RT or not. Whatever it is, he uses in in-game.

My player I mentioned up-thread is using a Samsung Series 7 Slate, which he says is the Surface Pro equivalent.

The Surface RT can only run applications from the Windows store. This has nothing to do with the hardware, but rather a restriction of the Windows 8 RT operating system.

RT runs on ARM processors (as opposed to the x86 architecture) As such, it won't run Hero Lab.
Based on my frequent visits to the WolfLair site/forums - my guess is they'd concentrate on bringing some content to Android prior to going for the Windows store. Currently the full Hero Lab will run on Windows or Mac, and they have a free iPad version which can be used at the gaming table (you can't create your character on the ipad)
If you get a full Windows 8 tablet (not RT) you can avoid all of this. :)
