Sanctioned module "The Midnite Mirror" PFS level play rule

Silly question,
Since the module itself indicates for 4th level characters on it, I heard it can be run for PFS characters level 3 to 5 so whats the actual level rule for it?
Is it only a 1XP module?
Does this mean that all sanctioned modules are not specifically for the exact level they indicate, but can be played by a certain level range then?

The information you seek is in Chapter 6 of the Guide to PFS Organized Play. It starts on page 29.

This module has a level range of 1 around their appropriate level (4, so 3-5) and grants 3 xp and 4 prestige. There are other provisions, and not all modules are like that, so refer to the guide like Doug said.

The thing to keep in mind, though, since modules aren't designed specifically for PFS, is that modules assume that the party levels up in the middle of it. In PFS, this doesn't happen, so some of the challenge ratings for the combats can be higher than what you would experience in a scenario. So, if you're thinking of taking 3 players + pregen who are all the lowest level possible with an unbalanced party for the module, just make sure they know (and you know) what you're all getting into.

Please note that that language has been removed in V5.01 of the Guide. I just noted that in another thread.

I would expect that is simply an editing snafu.
