FWIW, almost every single scenario is going to have at least one stat block error. They're usually only fixed if the error causes a major problem with the encounter they're in.
I do applaud you for reading the stat blocks close enough to notice the errors though! What I do as a GM is fix them and make a note. In your specific case, how often do NPCs need more than a couple of spells? If it's a spontaneous caster, perhaps they already cast a few spells? If it's a prep spell caster, I would just evenly increase the spells already memorized.

I've found an error in Ledford's stat block in First Steps I. He hasn't been given 1.5 x Str as bonus damage for wielding his greataxe in two hands. Also, unless his greataxe is masterwork and not noted as such, his To Hit is one too high (BAB +1, +3 for Str when raging = +4, not +5).
Only reason I found it is due to that "How to Prepare" posting that claims if you haven't found any errors, it's because you're not looking hard enough. I elected to create the four enemies from the final encounter in Herolab, and whaddaya know, errors.

Ledford's STR modifier is 3, which when wielded 2-handed gives 4.5. Always round down, and that gives you the 4.
Unless I'm mistaken, Ledford is also a Halfling, and gets a +1 size bonus to hit, which makes +5. It looks like Power Attack isn't figured into his stats though, so that's something you'd have to adjust on the fly.
