So I have now run a table twice. Once was in a different world and now once First Steps: In Service to Lore. And I have a couple of questions.
1. I have one PC, a halfling, using a pony and cart to avoid encumbrance issues.
a)This isn't a problem is it?
b)How many tricks can this pony be taught?
c)Can the party ranger be the one to teach this pony said number of tricks? (Using handle animal, of course) =)
d)What tricks does this pony come "pre-programed" with?

Hi, and welcome to PFS! Glad to have you in our community. Below are some answers, that can help.

a)This isn't a problem is it?
Not a problem, as long as the pony is properly bought and issues of having an animal with you are handled properly. A bit will depend on what the halfling paid for.
Many places in Pathfinder Society scenarios are not meant for a pony and cart. Dungeons with rope-, wall- or ladder climbs, will probably strand the pony and cart. Thus leaving the halfling to worry about carrying his items, and whether the pony will still be there when he gets back. (You'd need to teach the pony the Stay trick.)
In places where the pony can keep with the group, it is in danger of getting attacked, just like the rest of the party. If said pony should die mid-adventure, what does the halfling plan to do with his 200+ pound cart?
b)How many tricks can this pony be taught?
Here's the PFS ruling on using Handle Animal on teaching tricks: LINK. Skip the stuff about Animal Companions, as a bought pony doesn't count as an Animal Companion. I don't think there's a limit to the number it can be taught, but there's a limit on how many tries per session.
c)Can the party ranger be the one to teach this pony said number of tricks? (Using handle animal, of course)
Seems so. Just be sure to note on the Chronicle sheets that the trick was learned, and who taught it to the animal. (In this case, the Ranger's PFS number should do.) That way, if the halfling doesn't have ranks in Handle Animal, you won't get fishy looks.
d)What tricks does this pony come "pre-programed" with?
That depends on the type of pony bought. If it's just the plain 30gp pony, then none. If it's the 45gp Combat Trained pony, then it gets all the tricks listed in the "Combat Training" general purpose under the Handle Animal skill.
Note that the pony's medium load is 100-200lbs. A cart weighs 200lbs. Ponies will not pull or drag a medium load unless they know the Work trick. Also, if the halfling should have to abandon the pony, it will need to have the Stay trick to not run off into the wilderness. To get it to follow you in odd places, it would also need the Heel trick. That's a lot of tricks to need, so hopefully Handle Animal rolls will work come out good, and they won't need some of these tricks.

/just assume it's included in the packet the Pathfinders receive. I always assumed it was the papers needed to get inside the manor and vault.

Just to clarify this:
Teach an Animal a Trick: You can teach an animal a specific trick with 1 week of work and a successful Handle Animal check against the indicated DC. An animal with an Intelligence score of 1 can learn a maximum of three tricks, while an animal with an Intelligence score of 2 can learn a maximum of six tricks.
"Horse, Pony" in the Bestiary has an INT of 2, so six tricks. Note that "Combat Training" uses up all six of those, so if you buy a trained combat pony, it knows everything it is going to.
