One of the aspects of my homebrew campaign is around an ancient werewolf king. I'm wondering if anyone had any advice about 1-3 level PC's going up against were creatures? I know a band of 4 PC's that are really on the ball can take out a wererat, but looking for tips or advice w/others or any personal experience w/low level encounters.

So have the initial stages of the campaign set in either the village or town that will eventually become the target of the Lycan King. Start out with typical rural stuff, and start introducing aspects here and there.
Maybe a vanilla raid against a troublesome Kobold lair is the first adventure, and then maybe investigate farmer browns lost sheep - they eventually find a rabid wolf and life goes back to normal. Then they have a problem with some marauding orcs and maybe a caravan goes missing. At first the party goes Orcs+Caravan, but actually the two are unrelated.
So start with a rabid wolf, then maybe a few wolves, sollowed on with maybe a DireWolf as they get bigger, and then they work out that all these wolves are linked to a bunch of Werewolves somewhere who in turn are linked to a Lycan King.
Dunno, might make a fun adventure...
I might even write that up...

I did a D&D game where the characters were the lycanthropes, but besides that give them warning, let them have silver and watch the carnage.
They don't need to go up against a lycanthope till they are ready, makes a good villian if it can just slip away into the sewers with the other rats.
And until they actually threaten the NPC's they can be captured, ignored, infected or just chased off.

Now I pulled a similar stunt on a bunch of lowbies once, although it was a different beastie, and that ended with a classic scene of the players barricaded in the local church madly melting down silverware to make arrowheads and dip daggers in the molten metal.
Sometimes just overcoming the equipment challenges are almost as fun as the battles themselves.
