Can you reduce person and then cast Mending to go under the weight limit?

Broken piece of gear but the caster of the Mending spell is too low level because of the 1 lb./level requirement of the spell.

I'd allow it. I think it's clever.

It works by the rule. I would allow it. Just be sure to keep the item on. If you take it off I think it goes back to the normal size.
