Hi, I'm a new GM and will be starting a home game soon. I have a player who is interested in a Drunken Master character. Is the Advanced Players Guide legal for PFS?

You can check what's available and what's not here. Scroll down until you're almost to the bottom of the Additional Resources page and you'll see the entry for the Advanced Player's Guide. It'd be a good idea to bookmark the page since you'll be using it a lot. As the GM for a new group of players, they'll often rely on you to supply the answers rather than seek them out on their own. Nature of the beast. Oh, and the answer to your question is yes, Drunken Master is legal :)
