So I would really like to find a way to get a picture from the game master's guide as my avatar. The one I'm thinking of is the Goblin in the Dragon Outfit. So questions:
1) Am I allowed to do this?
2)If I am, what would be the best way to go about doing this?

There is no way to get your own avatar on the forums, eventually they may get around adding stuff from the GMG.
That really depends on what you are asking. If you are asking about having a particular avatar on the Paizo messageboards, then you will just have to wait for us to add Avatars from the GMG to the available pool, and hope that no Paizo employees call dibs first. If you are looking to use it on another messageboard, you'll need to take a look at the Community Use Policy.
