my first game had 7 people, which made it a little easy for them. can i add say 2 more bad guys to the 4 listed? or some minor minions to the BBEG?
Don't expect Josh to give us a hard-and-fast rule for this. This is how I would handle it:
You have to use your best judgment. I agree in principle with the practice of adding some opponents if the table is stacked with PCs. Don't expect to see a campaign-wide rule on this though. You have to balance your desire to make the scenario challenging while operating within the time limitations of the slot. You also have to be careful not to overwhelm the party by bumping the CR up too high. The players should be aware that you are increasing the CR because of the additional player. Lastly, there can't be any change in the treasure or cap gold awarded.

I assume you are aware that the APL will go up by +1 if you have 7 players at the table.
A mix of 7 players - 2 level 1 and 5 level 2 could therefore be bumped up to a tier 3/4 which can become pretty dangerous without any true higher level characters.
It also depends on the scenario. I'm in the lucky situation that I have 2 players with a higher level character (4 and 3) as well as a starting character. I use them (with their agreement) together with my knowledge of the scenario to balance the difficulty for the group.
Some scenarios can be deadly if you are at the lower ranges of a tier (depending of course on the group as well) - some are relative easy to do. Just finished a season zero scenario tier 3/4 with 6 players - 1, 2,2,2,3,4 (all level 2 just one game from level 3).
If the level 3,4 would have played 1,2 a TPK could have happened or it would have been likely too easy for them on tier 1-2.
This way there was the look of fear in the faces of the players when in the last encounter the level 2 fighter went down with a single hit from the monster. At the same time - they really felt they had accomplished a great scenario when it was in the balance and they managed to succeed.
That works for a home game where I know the players. Might not be applicable in general.

Plus the fact that as far as I know, you aren't allowed to modify the scenarios as written. You can only play the game at a high tier (if possible).
That's been my experience as well.
On the other hand, I have found that in general, most of the PFS scenarios do not present a serious threat to a group of 5-6 min-maxed (but still legal) PCs, especially if they are on the high end of the tier. In those cases (especially when there are multiple arcane spellcasters capable of firing off spells of 3+ level) I tend to play their opponents as intelligently as possible, and give them ever possible advantage I can (legally) give them without rewriting the scenario. Alex? Did you fall asleep? I too do what Alex does. I also take liberty at low end adventures to adjust HP to max. Specifically on those occasions when I have a full table. This gives the PCs somewhat of a challenge. Otherwise the fun factor can be in question not just for the GM but for the PCs as well. I don't really consider this modifying the content per se. They are engaging the same NPC's just at max hit points.
