I don't want to inadvertantly cheat, so I want to make sure this is correct.
1. First I play a scenario. I apply the chronicle.
2. Then I GM that same scenario. Since I played it, I didn't actually "eat" it. Therefore I can't apply it to a character of mine (different from the one I played with.)

2. I GM the scenario, and DO apply it to a character of mine, even though I got credit playing with a different character.

Game Master Rewards
Finally, and most importantly, is the topic of rewarding
GMs for volunteering their time to run Pathfinder Society
scenarios. Starting with version 2.2 of this document (and
not retroactive to any previous scenarios that were run)
any Game Master “eating” a scenario gets “full credit” for
that scenario applied to his own character one time. “Full
credit” means the GM gets the following:• +1 XP for the scenario
• 100% of the max gold for the tier most appropriate
to the GM’s character (see below)
• Full PAThe GM does not get any special boons bestowed by
a chronicle sheet such as free magical treasure, regional
boons, or future bonus dice rolls. A GM also does not get
a Day Job roll. If the GM previously received partial credit
for a scenario (using the old reward system), he must still
take the partial credit and cannot run the scenario again
for full credit.The tier most appropriate for a GM’s character is
determined as follows: Bob is a GM and he has a level 1
rogue. If Bob runs a sub-Tier 1–2 scenario, he takes the
sub-Tier 1–2 chronicle sheet for his level 1 rogue. If Bob
runs a Tier 1–5 or Tier 1–7 scenario in any sub-tier other
than 1–2, he still takes a sub-Tier 1–2 chronicle sheet (so
if he ran it in sub-Tier 4–5 or sub-Tier 6–7, for example,
he would take a sub-Tier 1–2 chronicle sheet). If Bob
runs any higher Tier scenarios that don’t include a sub-
Tier for his level 1 rogue, he can take the lowest sub-Tier
chronicle sheet from that scenario and hold it for his PC.
Then, once his PC achieves the appropriate level for that
chronicle sheet, it is immediately applied.
For example, Bob runs a Tier 5–9 scenario and has his
level 1 rogue. He takes a sub-Tier 5–6 chronicle sheet (the
lowest sub-Tier for that Tier) for running the scenario and
sets it aside. Once his level 1 rogue reaches level 5, he can
immediately apply the chronicle sheet to his character.
This does mean that GM characters can potentially level
up in bursts. Should Bob receive a chronicle sheet that,
when applied to his rogue, is between tiers for the rogue
(such as being level 3 in a Tier 1–5 scenario with sub-Tiers
1–2 and 4–5), he must always “play down” for the lower tier.
This is to balance the fact that a GM character does not
have to expend any resources while gaining a chronicle
sheet for running a scenario. A GM may only apply a
chronicle from a specific scenario to one of his PCs one
time—in other words, he may only receive character credit
for GMing scenario 29 once. Any additional sessions
GMing that scenario are for no additional credit, but will
of course apply to his GM Ranking.GMs receive full prestige for a scenario moving forward.
They cannot receive more prestige than the scenario offers
(for example, most of the Season 0 scenarios had only 1
PA—GMs can’t gain 2 PA from one of those scenarios).
Additionally, we are considering many more rewards
to offer our Game Masters for donating so much of their
time to helping make Pathfinder Society a success. We
know we couldn’t do it without you!

This is right - provided:
a) You GMed after the PFS rules 2.2 were introduced - see above (I think the crcucial date was middle of April?)
b) You didn't get GM credit for the same scenario before - (you can't 'upgrade' if you got only half PA before 2.2
c) You have to GM again if you want to get credit for a season 0 scenario that you GMed before GM credit was introduced
d) The character should be of a different faction as the one you played with
Josh clarified that you can get credit as player and GM just a few days ago - probably in better words as I use avove - but I couldn't find it. And d) was in an earlier posting that I copied in the past but also couldn't find right now.
