and lighten the load can have several meanings so no, I can't say "tax increase"

As much as I dislike many policies of the Obama administration Michele Obama isn't a politician. She is a politician's wife. While she is expected to fly the flag for her husband what she says doesn't mean much beyond that.

Not that you need Michele or a crystal ball to tell you this when the administration is just waiting for the Bush tax cuts to expire.
