Caelwyn follows the others down into the sewers, dropping into the water.
Alerion, as he navigates his way around the storm drain outlet, catches a glint of light reflecting of a large tin box hidden within a recess below the barricade, as this draws his attention a brief movement from beyond the metal construct catches his attention; it is too dark to make out the figure, but it would seem you are being observed.
You got to I2 before spotting the box and 'watcher'. I'll let you have one round before initiative starts, it doesn't seem to realise you have seen it yet.

Olo also spot's the creature crouched behind the barricade, his Darkvision reveals it to be a lizard-like humanoid with scaly grey skin. It holds a rope that leads to the box.

Levistus casts light for himself, Alerion, and whomever else needs it, on whatever they choose. Looking at the deep brackish water, "This is just wonderful. Remind me to give the Venture-Captain my thanks when we see him again."

We can assume that Thovar started to climb down as Alerion was moving if you want, you can start at the bottom of the ladder on your initiative. You can too Levistus, if you want too.

Thovar reaches the bottom of the ladder and mutters to himself, "It's times like this that I wish I'd just been a merchant! Abadar forgive me..."

Thinking sarcastically to himself, This is a perfect place to run into a crocodile creature....perfect for the crocodile that is... He holds his light crossbow, which ironically literally IS a "light" crossbow since it is emanating a magical radiance from his spell, just above the surface of the water doing a careful sweep of the chamber. Keeping his own council while the self elected scouts advance further along the waterway.

Alerion nods his head and leans in to whisper to Olo: "Shall we trigger his trap? You could try and cut the rope."
Whispers to Alerion: "I say we spread out and move forward so once the tarp is sprung - we are not all hit by it. I don't think I could rush up and cut the rope in time - but it would be good if one of us used a ranged attack and attacked him from here."
We should also give the rest of the party time to get down here...

The new light spell only allows you to have one casting active at a time (due to the unlimited castings), so you'll only be able to have the one.
The scaly creature seems not to hear your whispers, and watches intently as the remaining members of your group descend into the murky waters.

Thovar resists the urge to yell out at the creature that the others say is lurking nearby, and moves slightly forward along the wall so that everyone has room to climb down.

It reaches most of the height of the tunnel, so ranged attacks would be very difficult.
Ok - I don't beleive we want to over think this...once we’re all down in the sewer we can try a ranged attack or two (which may fail) and then we’ll move forward. I’m happy to go first in moving forward and be a – err - dwarven meat shield. Please protect the cleric – not only is he my “cousin” but he can heal us!” :)

Alrerion's arrow seems to fly true, heading straight towards the unsuspecting creature beyond the barricade. Unfortunately it catches on a thin piece of wire protruding into the gap that the elf had aimed for, causing it to ricochet off course and fly harmlessly into the darkness.

Caelwyn follows suit, letting loose an arrow from his own bow, but he misjudges the angle and the projectile embeds itself into the twisted metal blocking the tunnel.

The figure behind the barricade ducks instinctively at the projectiles being launched towards it, then pulls the rope taut before trying to dart off into the darkness. Levistus is ready though, and begins to cast his spell.

The creature is held transfixed by Levistus' waving hands, standing transfixed. "Don't attack it!" yells Levistus.
The rope pulls the lid of the box open, allowing a mass of swarming rats to pour outwards, driven into a frenzy by their confinement.

As the rats swarm forwards, Olo swings his axe down at them viciously, then brings it back in a reverse swing cutting through the mass a second time.
Greataxe +4 (1d12+4)
AoO 1d20 + 4 ⇒ (6) + 4 = 10, 1d12 + 4 ⇒ (3) + 4 = 7
Readied action 1d20 + 4 ⇒ (10) + 4 = 14, 1d12 + 4 ⇒ (1) + 4 = 5
While his greataxe does draw blood, it seems to be of limited use against the tiny creatures. The rats continue in their path, biting into both Olomorn and Alerion.
Olo and Alerion take 1d6 ⇒ 3 damage, and please can you both make two fort saves.
The swarm now occupies the line from G2-J2.
Olomorn is now acting at the top of the round.

Alerion drops his shortbow in the water and retrieves his morningstar. "Somebody subdue the creature! We will handle the rats."
Attack 1d20 + 1 Damage 1d8 + 1
The morningstar crashes into the mass of rats, crushing many of their tiny bones.

Alternatively, you could just move me up within 25' feet of the creature but I would still try and effect the swarm (now that it has been revealed).
Or I am just totally out of range and can chalk it up to adventurer inexperience.

Thovar steps up to the rats and, swinging his warhammer with both hands, brings it crashing down into their midst. However, he is not used to fighting in the water, and misses terribly...

Levistus slogs his way across the room (double-move to H5). While doing so he yells out to the creature, "Can you help me get past this barricade?" He watches closely to see if the creature understands and reacts.

Now that he can see it better with his light, can I get a description please?
The creature stands in a hunched posture as is stares blankly towards Levistus. A small crest falls back along its head and back as it relaxes, and it's grey scaled tail waves slightly to a steady rhythm.
It occasionally flicks out a forked tongue from its short, reptilian snout.
I've not skipped you Olo, I figured it would be easier to deal with you and Levistus in the order you posted.

The scaly creature continues to passively watch Levistus, while the rats continue to swarm forwards, continuing to bite into Alerion and engulfing Olomorn and Caelwyn. You each take 1d6 ⇒ 2 damage from the bites and need to make 2 Fort saves (except Olo, who only needs to make 1).
Caelwyn: Fort Save 1d20 + 0 ⇒ (10) + 0 = 10, Fort Save 1d20 + 0 ⇒ (15) + 0 = 15
Caelwyn is unable to control himself and does nothing more than try to brush off the rats.
