I'm running Assault on the Kingdom of the Impossible tonight and I had seven players tentatively sign up. Can I ran the table or do I have to turn someone away?
Never turn anyone away. Can you get an eighth player and do two tables of four? That's preferable to one table of seven, but no one should be sent home with their dice between their legs.

So perhaps you can help answer the question from the 2.1 FAQ thread.
On page 26 of the Pathfinder Society Guide, it makes it clear that a player cannot play up more than one step (i.e. a level on character should not play in a Tier 6-7 scenario). But on page 17 anew rule ("Play, play, play!" says that the GM has the ability to stretch the rules so as to not turn players away.
Which trumps which?
I understand the the Tier levels have appropriate gold rewards for a character of the level, thus the "one step only" rule. But should a player with only a low level character be turned away if the APL makes the group average at a two step jump? And if it is allowed, what gold reward is appropriate to be received if they survived a session "out ot their league"?
The player in question wanted to try out a APG playtest character... no pre-gens yet. Thus the questions.
As a side note, he was very adamant about the "Play, play, play" rule being his reasoning for taking his level 1 character into the 6-7 Tier adventure. As a long standing PF player, I hate to turn him away... but I have to wonder if his motives didn't involve Tier 6-7 gold for a level one character.
