Quick question about phoning the UK from abroad

I hope someone can provide a quick answer.
Let’s say my UK phone number is 0123456789 (note that there is no such number!).
The international phone code for the UK is (00)44.
So if someone wanted to phone the UK from abroad, would they dial 0044123456789, or what?

And does that international code work with cell phone/mobile numbers?

Assuming you are calling London

To Call From United States To London (inner), United Kingdom
you have to dial the following number:

001+44+20 7+ Local Number
or 001442070123456789
