I have tried recruiting in this area before and it appears there are few to no gamers to be found, so if you have a stable group of folks in the Mannheim area, I may be willing to commute to that area once a week.

There are a lot of gamers in Tübingen, since it is a university town. I used to study there and did quite a lot of gaming while living there. At the moment I'm living in Ulm, but I'm usually in Stuttgart during the weekends and I'm running only one campaign (Rise of the Runelords) which is slowly coming to its end and sadly I have not as much time for gaming anymore as I used to. You could try the Fantasy Empire shop in Tübingen and ask the people there.

English should not be a problem. Most of the players I know in Tübingen study or have studied English (like me ;)) or are otherwise proficient in the language. Most RPG products are in English anyway ;). However, I don't know if there are any actual games being played in English at the moment, although I know that some people occasionally do so.
Ask for Gregor at the Fantasy Empire. Big Guy with short hair, who is often doing the shop. He's a friend of mine and might be able to help you, since he's alot better informed what is going on in Tü at the moment than me.
You might see me there sometimes as well, but since I'm living in Ulm at the moment I only pop in there every few weeks;)
