I'm 99.99% sure 'premade' refers to being 'premade' by Jason or whoever is running the event.
That's what the terms 'premade' or 'pre-generated' seem mean for other games that mention those terms...
And I think that games not mentioning those terms are expecting you to bring your own already-built-to-spec character ('premade' BY YOU) and NOT have everybody spend 30-60 minutes rolling up and statting out characters at the beginning of the time slot.

Actually, I think "Materials Provided" may also include premades. For example, Before Nightfall is running on Pathfinder RPG:Final, not Beta. It does not say "Characters provided" but does say "Materials Provided". As the PFRPG:Final is not yet available, one would assume the characters would be premade. Marco Volo has no info as to what will be provided, nor character level. Cursed Lot is another PFRPG: Final event ("Materials Provided"). Unspeakable Futures is a PFRPG Variant listed as "Materials Provided" ... is the variant ruleset available anywhere?
Clarification on this point would be a plus (and it wouldn't be a bad idea to state clearly on each event on the Events Schedule which ones require players to bring their own characters with them). Would hate to show up at an event where a character was expected and be empty handed.

That could be a very useful thing indeed.
Especially since if just one person got mixed up/ didn't prepare, everybody else has to wait for a character to be rolled up.

Pre-made characters (and several of them per person most likely) will be provided by Jason.
And fine ones they were as well! It was a blast! Literally in some cases... Jason does seem to take such glee at times. Our table had a near TPK... I awoke in a cold sweat muttering "GMs: Activate!"
