Ammunition costs are hidden on p.211 with other ammunition, although this seems to be only for bullets, not gunpowder.
No official rules on crafting ammo, AFAIK, but it seems the DC for alchemist's fire would be about right.
Firearms are intended to be a minor part of Golarion; we could have easily went berserk and done pages on them in the CS, but that's not really the type of world Golarion is. Instead, we dropped a tiny bit of firearms in there to get folk started if they want them in their campaigns, and to give them a few tips on where firearms might come from or might be common in Golarion.

For my home game, I said that all firearms and ammunition for them have to be of at least masterwork quality, and I only made firearm ammunition available in larger metropolitan areas. In that way I can have the occasional gun in my campaign but using guns is neither cheap nor convenient.
I like the aspect of them being considered dishonorable in Golarion. I hadn't thought of that angle.
Edit: Oh. Also, the 3.5e rules for gunpowder are on page 145 of the DMG. I'm not sure if it would be different for Golarion or not but if no information is provided, who can say?
