I kinda liked that.
The scariest villain ("BBEG") I ever had was a politician, I guess the equivalent of a 3e Aristocrat. He had no weapons, no spells, and no magic items. What he had were max ranks in Bluff, Diplomacy, and Sense Motive; vast wealth; and political protection--the PCs couldn't attack him directly, or they'd be instantly arrested as traitors and beheaded. The guy had a pack of werewolves who owed him favors (for covering up their condition from the populace at large), and a number of nasty followers and cohorts. Ultimately, the only way they could get at him was by fighting his minions when possible, all while searching for a legal or political tool to use against him. Luckily for them, he turned out to augment his wealth by dabbling in drugs and prostitution on the side (not unlike the governor of New York, I guess).
