Kaer Maga-on top of Storval Plateau or at base?

Since the brief bits of info on Kaer Maga in D2 left me wanting more I was pleased to note that the Pathfinder’s Journal in PF3 was set there. There does appear to be a conflict between the two in the description of the city’s location. D2 places it at the base, the cliff at its back, as per the map on the inside front cover. PF3 places it at the top as noted by the text on p 73. I’d say placing it at the top makes it more visually impressing, but where was intended to be? I'd really like to see the city fleshed out a bit, the location is so evocative and thought provoking.

In D2 it's at the top of the cliff as well since...

Kaer Maga is perched atop the Storval Rise. Any reference to it being at its base in D2 is a boo-boo.

James, thanks for the clarification-my confusion is dispelled. It certainly is more visually imposing atop the plateau than at the bottom. The map in D2 and is what mislead me. I had thought the text on p 3 referring to ‘...where the city abuts a sheer cliff...’ implied it was at the base since the eastern stream of water exiting the city flows parallel to it rather than cascading south down over it. A careful re-read did reveal that the city was atop the cliff the, eg p6 “...near the outer wall that overlooks the cliff...” As always, the swiftness of a reply by Paizo is impressive.

I think a lot of the confusion stems from the "handout style" of the map in D2. That cliff face at the bottom edge is indeed supposed to be the drop-off, and those lines protruding from it are supposed to be roads, not streams (the streams all make their roundabout way through the city before exiting over the cliff in Cavalcade and The Bottoms, but I can see how it looks otherwise). You'd really think those clerics of Abadar could afford to give the party something a little more detailed, but I guess thriftiness is a virtue to those folks....
