In the DM info re: Sasserine in Dungeon 139, there is an Embril Aloustinai mentioned: "was the protégé of Mother Annah Teranaki and has been using the Cauldron Cathedral of Wee Jas for her own nefarious purposes."
Our PC cleric is a Wee Jasian and when they got a lucky hit and killed Rowyn they took her body to the Wee Jas church. Since then I've had Mother Annah mention that the body had been returned to Heldrath, but didn't go through the proper channels (setting that up so the players aren't incredulous about a raise dead before Sea Wyverns Wake). I had Mother Annah mention Embril...but I'm not sure if she played a role in Shackled City. What nefarious purposes? Is she still alive? Is she capable of casting Raise Dead? Any other suggestions?

Embril plays a large role in the SCAP.
As written, her fate in the AP is unclear. She is either killed by the PC's at the end of the 11th module or imprisoned on Carceri in an attempt to rescue Adimarchus and driven insane. Either way, if you assume that the events of the SCAP have already taken place when your STAP campaign begins, Embril is out of the picture (and her church was destroyed in a partial eruption of the volcano in which Cauldron rests).

ahh, well, if you intend to PLAY the "Shackled City AP", do NOT read on
Embril Aloustriel is one of the main (hidden/underhand) villains of that AP, and very very capable (wizard 7/ cleric 3/ Mystic Theurge 10 IIRC ).
She is also extremly busy plotting the end of the world in conjunction with an imprisoned and insane fallen solar , and/or given the fact that the STAP does usually take part _after_ the SCAP in normal Greyhawk chronology, she is in all probaility "Very Dead" - likely with extreme prejudice and a double side-order of vindictiveness... due to a group of high level characters taking her down
So, in all likelihood, she is unavailable for a Raise Dead, which frankly, would be slightly beneath her "usual" duties. In ecclesiarchic terms, think cardinal or even curial cardinal....
Then again, a GM is pretty free(it is HIS campaign ) to decide how the local temples are staffed, and on what terms casting services can be procured.
