I don't think so. Freeport came from the original Freeport trilogy modules that were the first modules made for 3e. Goodman just made that game world a year or two ago. Now, I don't know if any newer Freeport works reference that game world. I DO know that Freeport is on an island "FAR AWAY" from whatever mainland campaign world one uses; it was designed that way for easy importability into whatever game world the dm was using.
I've heard tell of one guy putting it in H.P. Lovecraft's Dreamlands, and I can see that working extremely well.
