Oooh! The modules are designed for 25-point buy? I like, I like. I've always wanted an excuse to use 25-point buy.
EDIT: Sorry, I guess that was a little threadjack-y. I, personally, don't ever use action points. I'm just not a big fan of the mechanic. However, I've never seen an adventure in which you should specifically not use them.

In theory, everything for D&D is designed for the 25-point point buy, but in practice I think that's probably not the case.
Action points won't affect your game's balance if you also give action points to important NPCs (basically those who get named). Remember that nothing can cause an imbalance if everyone (including monsters and NPCs) can do it. :)

Action points are the way that a player can save something up and say that certain rolls are really important. It can be frustrating to get a series of 19s and 20s when you're crossing the lake in a rowboat wondering if you hear anything and then six rolls under 5 when it's a matter of life and death (or whatever). I like them. Plus they're in Unearthed Arcana and Open Gaming Content (ie usable by Paizo, should they ever care to go in that direction).
