I found one with a fan, but no flag. Looks like they still have one on this site and on eBay.

Sorry for the double post, but I found something a bit more appropriate. It appears to be a "Heroic Scale" which I think is usually between 25mm and 30mm.

They are called Fox Shnobi for a game called Brushfire.

I haven't had much luck finding male Kitsune miniature either, but the Sibeccai (Monte Cook's Arcana Evolved) seems to be a good fit for a Kitsune, though it doesn't seem to have a tail. Also the mini doesn't really scream pirate either.
