What effect does the Noisy Armor Trait have on Stealth Check?

I know I saw a post on this before, and I tried searching through the forums and couldn't find it.

Is there an "up to the minute" concise list of all of the changes that have actually been implemented to the playtest rules since the books were released?

The download was last updated on November 5th, so I was specifically looking for changes that might have been made since then.
