Looks like I've been charged and received at least part of the Galactic Ancestries PDFs- just the per chapter version so at least things are progressing if not complete yet.

Also seeing this- Like JonDemand I went to the Paizo site directly rather than using the email link and saw the update payment message there too, tried it,and was unable to update the payment method.

Might as well try the superstition and post that I'm still pending and hope that changes.
