I'm trying to understand what it is that some people seem to have against this organization.

Basically, Planned Parenthood is an organization that performs some abortions. Abortion is a very contentious issue.

Although no federal funds are used to perform abortions (which is 3% of what PP does according to this link http://thinkprogress.org/2011/04/08/jon-kyl-90-percent-planned-parenthood-a bortion/), some people want to punish PP by cutting off the federal funds to PP that are used to perform other services.

No, it doesn't make much sense to eliminate funding for pap smears and cervical cancer screenings as punishment for other people getting abortions, but abortion is a very emotional issue for many people. Logic and emotions don't go well together.

I kind of liked the idea that someone suggested: you can either treat it as a normal reach weapon, or as a double weapon without reach, and you can switch back and forth from round to round.

This is actually the best suggestion I've heard and also the most realistic in my martial arts experience. Same should also apply to the meteor hammer.

I also wish that the chain blade seen in the movie Ninja Assassin was in Pathfinder, a very utilitarian and usable weapon found in a very unrealistic (but fun) movie.

Because the feats that made the spiked chain so abusable are now gone, there was no reason to change it i.e. Imp Trip no longer gives a free trip on knockdown (you need another feat for that).

However if the goal was to remove all weapons usable at reach and adjacent, the fix we have was a foolish one. Who would use a feat to fight with a short limp noodle with worse stats than a flail?

Two more reasonable fixes:

Simply make it a regular reach weapon.

Or, make the wielder decide at start of his turn if he'll be using it at reach or at adjacent and have that decision last until the start of his next turn. I'd personally simply use the stats of the light and heavy flail but have the two exotic weapons that grant the variable reach. Both would be two-handed, but you'd need to use the light version if you wanted finesse.

Right. So you can only activate it when it's your turn before you make any attacks. That makes sense.

However after you've activated it, you threaten both adjacent squares and squares at 1 hex of Reach, meaning you can attack at both 5' and 10'. I figured you would treat your weapon as a Reach weapon meaning you can't attack adjacent hexes until your next turn. However, that's not what it does, according to this thread. Treating it as a Reach weapon during that time makes more sense to me though since I imagine the -2 AC comes from extending yourself. It would go away when you stop extending yourself.

Right?

You know: If a chain with flail stats granted the ability to use the Lunge Feat without having the Feat but became an Exotic Weapon, that would be a good way to bring back the Spiked Chain. That would seem fair because the Lunge Feat lets you use ALL weapons at Reach. Having it on an Exotic Weapon would only let you use it on ONE weapon which would counterbalance being able to get it before the +6 BAB requirement.

Something reasonable like this should really be done. Because, c'mon. Nobody would really want to fight with a 4' chain unless they were using it for grappling. Unless it's a bicycle chain, any actual martial chain weapon should be a reach weapon.
