In one of their discussions on how to reverse the course of WWIII, the joint heads of NATO's military operations found that they were in need of a weapon that could reliably and efficiently eliminate high-profile targets. Shortly after this particular discussion, the scientists of Project Ingenue received a commission for a new operative. Grey is the product of that commission.
The name, Grey, is an unofficial identifier that was invented by one of the scientists responsible for developing the operative. This scientist, noticing the operative's peculiar grey complexion, often greeted the unresponsive operative in the mornings by saying, "Hey Grey! How are you doing today?", before checking Grey's life signs. The name stuck.
