Special Abilities
Brain Drain
You can take a standard action to violently probe the mind of a single intelligent enemy within 100 feet. The target receives a Will save to negate the effect and immediately knows the source of this harmful mental prying. Those who fail this save are wracked with pain, taking 1d4 points of damage for every oracle level you possess. After successfully attacking with this ability, you may use a full-round action to sort through the jumble of stolen thoughts and memories to make a single Knowledge check using the victim's skill bonus. The randomly stolen thoughts remain in your mind for a number of rounds equal to your Charisma modifier. Treat the knowledge gained as if you had used detect thoughts. This is a mind-affecting effect. You can use this ability once per day at 1st level, plus one additional time per day at 5th level and for every five levels beyond 5th.

Canter
If someone uses Bluff to give you a secret message, they get +5, if you attempt to intercept a secret message with Sense Motive, you get +5.

Cloak of Darkness +4/+2 (3 hours/day) (Su) +4 AC, +2 Stealth

Clouded Vision
You cannot see beyond 30'

Darkvision (30 feet)
You can see in the dark (black and white vision only).

Interstellar Void (Su, 1/day | Fort DC 13 half) (Su)
You call upon the frigid depths of outer space to bring a terrible chill to your enemies. As a standard action, one target within 30 feet is cloaked in the void and takes 1d6 points of cold damage for every oracle level you possess. A successful Fortitude save halves this damage. At 10th level, the interstellar void is so extreme that a creature that fails its save is fatigued. At 15th level, a creature that fail its save is exhausted and stunned for 1 round. You can use this ability once per day plus one additional time per day at 10th level.

Lame
One of your legs is permanently wounded, reducing your base land speed by 10 feet if your base speed is 30 feet or more. If your base speed is less than 30 feet, your speed is reduced by 5 feet. Your speed is never reduced due to encumbrance.

Masks and the Missing (character scene):

...

The scrap of parchment struggles against the knife blade, curled corners like red-stained wings grasping at the air. Bacarov eyes it closely, seeing the red still hungrily devouring the fibers near the blade where blood is still soaking.

”Just an hour, maybe less?”

Bacarov grunts affirmative, mind a swirl of what ifs.

”Looks like he dragged him down the alley, then tried to lift him up there,” Vestus steps to where Bacarov is hunched over the body. ”Guess the ladder wasn’t sturdy enough for them both.”

Another grunt.

”How do you want us to remove the body?”

”Go back to the Matador, get an animal blanket or two,” Bacarov responds, rising from his haunches pointing back down the alley. ”Minvandu’ll consider it cheap payment to get us out of his neighborhood.”

”Yes, sir.” the guardsman tips his head and heads out of the alley, pausing long enough to acquire another pair of his compatriots to go with him.

He brushes aside his hair and hooks a thumb in his coat pocket. They’d covered the victim’s face in the off chance someone local recognized the victim. Wouldn’t do to have an official from the Capital found in Rag’s End, even if he’d dressed the part.

Bacarov sighs and makes his way deeper into the alley, trying to not let his anger show. Too late again...

------------------------

"Sebastian Bacarov, City Watch Inspector," Aureleum always has had a tendency to make his title sound so uncomfortable. Or at least that's the way Bacarov takes it.

"Come in, both of you." The man behind the desk is balding. What's left at his temples, white. But his eyes are vital and intimidating as fitting a man of his station.

Bacarov closes the heavy door and remains quiet, he's content to let Aureleum do the talking. Besides, he distracted by the satchel in his left hand itching at his palm.

"Is that it?" The man behind the desk asks.

Aureleum dips her head sharply in confirmation then nods for him to bring the satchel forward. "Bavarov found this after chasing a suspect into the Rubble. They tried to burn it, so it's damaged."

"Let's have it then..." City Watch Captain Tacitus Olfrey makes obvious his meaning. "Aureleum here says you have quite the tale, Inspector Bavarov. I'll be having that too."

"I'm not sure what we've found, sir. I still have four open inquiries, missing administrators and one guardsman from the Hells." Bacarov folds his arms, suddenly wishing he'd not tied back his dirty blonde hair. One of his famous headaches is brewing. "And four bodies, the latest only a few blocks down from where he'd been seen last."

"A note? Your report says a note was pinned to his chest with a dagger." Olfrey's eyes go the satchel, brows furrow for the merest moment, then return to Bacarov. "What did it say?"

He pulls his evidence book and flips it open to the page, a passable copy of the original, and passes it to Olfrey.

အကြှနျုပျ၏အဆင်သင့်အရေပြား, သန့်ရှင်းပြီးထပ်မံဝတ်ဆင်

"Translation? Where is the original?"

"We have it with a man named Marcum Aldridge at the Guild of Apothecaries & Physicians." Aureleum puts in. "He's from Absalom, on loan from the Grey Cloaks to aid in an unrelated matter. But he has expertise in deciphering languages."

"I'll stand for him, sir." Bacarov offers. After all, I grew up with the strange man.

"I assume that's the evidence your suspect tried to burn?" Captain Olfrey gestures to the satchel in Bacarov's hand.

Without answering, he sets it on the desk and unbuckles the brass clasps. He steps back and sighs wearily. "I've been at this for three months now, Captain. Evidence is sparse, sometimes nonexistent. This thing, we found it in the fireplace of a room in Rag's End where the deceased had been...entertained."

"No witnesses..." A statement, not a question.

"Not that I could find. The girl in his room had left, gone to another client."

Olfrey grumbles at the last. It wasn't a well kept secret that Capital officials sometimes took in the night life of Lowcleft. But it didn't make it any less reprehensible to the Captain. This is his first meeting with the man, and Bacarov already likes him for that fact.

Olfrey opens the satchel and looks inside, a few heartbeats later he closes it and fastens the clasps. "I may have something for you, Inspector Bacarov. Another official has gone missing."

You act like what you just saw, the thing that made my stomach burn and my dinner spill all over that alley, you make it seem pedestrian. It's his trim to crease a brow. It's not the first time you've seen the like... Bacarov snaps back to the present and answers cautiously, the captain had just asked him a question. "Where, sir?"

"This one is going to take you out of town." He reaches to the corner of his desk and slides over a scroll case. "How do you feel about tax collectors?"

Personality:

..
Sebastian is a man of the law. A grounded faith in the scales of Abadar, he is never so happy as when he's on the hunt for those who will not respect the role of law. Especially the violent offenders who represent the antithesis of civilized society. Working the leads and the streets as an inspector for the City Watch, he's unafraid to go into the dodgy districts normally avoided by his agency. If it means running his quarry down, there are few things to stand in his way.

His personality can be gruff while on a case, but he maintains an affable exterior to facilitate his work. Sebastian does have friends, but they see little of him owing to his dedication to the job.

He was born and raised in Magnimar, parents both in the City Watch and passing down to their son a zeal for the law. In his years training, it was found Sebastian had an aptitude for diplomacy and the subtle arts of magic. Life as an Inspector finds him focusing on the former, resistant to overuse his arcane gifts. But he won't hamstring an investigation to prove the point.

Contacts:

The following are contacts (plot hooks) for Sebastian...

Marcum Xavier Aldridge:
An investigative researcher in Absalom, Marcum was born and raised in Magnimar. Their families close friends, Sebastian and Marcum likewise became close from childhood. Whereas Bacarov was called to the service of the Watch, Marcum was called to a life of study at the Guild of Apothecaries & Physicians. For Marcum, life is a book to be studied exhaustively.

Bacarov leverages his friend's keen intellect from time to time. Especially when the topic drifts to the Alchemical in nature. They have a regular Schooners & Seas Serpents game, once per month.

The Rook
Underworld figure in Rags End that supplies Bacarov with tidbits of information from time to time. Bacarov is one of the very few who know the Rook is a dhampir.

Hemmish Thornboggle
Gnomish artificer, ex-student of the Golemworks who after a drunken impropriety found himself forever locked out of the school. Bacarov seeks his advice on particularly odd puzzles, owing to the gnome's skewed view of the world.

Vandana Aureleum
She is a legate assigned by the City Watch to act as a liaison between the various factions that perform enforcement services throughout the city districts. Bacarov has known her for the 5 years he's been an Inspector and harbors feelings for the woman.
