I made a sheet once and I found that a scanner and a program to paste up the damn thing to make what I needed was just the job. That or have some way to chop up the PDFs you need then paste up.
There is always the old stand-by of 3 ring ruled binder paper. Ahh... Takes me back.
You could likly as not just make a fresh one.
I made up a sheet for a MATIX game using varations on Spycraft, there I used Corel draw but Illustrator would do the job as-well if not better. Any word processor would be more than up to the job as most are practically low-end desktop publishing apps by now.
Or a combination of whatever. Work up you tables in Word or Quark express - pring them then manually paste up and photocopy or can then distribute as a BMP or PDF.
I don't think this is the best advice you could get but it's the best I got. Your going with an ambitious blend and I hope it works out and is as fun as you hope. In the end the sheet is just the frame, the game is the art.
