It's not a cult per se:
Panamax grew up in a community with a strong ancestor-worship component, that's all. He can recite his Lineage back to a Founder of the Community (as can all Members directly descended from a Founder).

When he came into his Miracles, there was a great disagreement within the Community as to whether he should stay and assist in the Generation (as Members converge to the Divine, childbirth gets more and more difficult), or whether he should go and Spread the Seeds (the common belief that Panamax leaves a piece of his Lineage inside anyone he heals).

When he left, it was with the understanding that he was not to return without Spreading Seeds as far as the Clock and as wide as the Sky.

So I said, 'Die, heretic!' and pushed him off the bridge:
Standifer (the community) was founded by 30 religious exiles (the Founders) and their families and hangers-on. Each Founder took a letter of the Standifer alphabet as their name. As a tenet of their community/religion, the line of each Founder only has one child (and never by the line another Founder).

However, attrition happens. Accidents happen. And the question arose: if a Founder's line child (let's say Aleph) dies and its parent (Alep) is still alive and able to have children -- is the line still sundered? Or does Aleps count as a continuation of the line?

This is why Orthodox recognizes 13 remaining Founder lines, and Reform recognizes 25.

The Book of Becoming:
It's the holy text of Standifer's Founders. No one is allowed to see the text in its entirety. Panamax suspects it doesn't precisely exist any longer (if it ever did), and is just an excuse for The Elders to justify or stop certain behaviors.

Nevertheless, as part of a Founder line, he was given a chapter to memorize as a child. Book of Becoming, Chapter 17.

Inability: Your intelligence focuses on language, but not science. The difficulty of any task requiring scientific understanding is increased by one step.

Expert Cypher Use: Can bear three cyphers at a time.

Practiced With Light Weapons: You can use light weapons without penalty. If you wield a medium weapon, increase the difficulty of the attack by one step. If you wield a heavy weapon, increase it by two steps.

Numenera Training: You are trained in the numenera and can attempt to understand and identify its properties.

Language Mastery: If you hear a language spoken for an hour or so, you can attempt a difficulty 6 task to discern basic meaning of anything spoken in that language thereafter (beginning). If you hear a language spoken for a day or so, the difficulty becomes 4 (intermediate). After a week, the difficulty becomes 2 (advanced). After two weeks, you are fluent in the language (fluent).

Insightful: +2 to your Intellect Pool.

Skill: You start with fluency in four different languages of your choice.

Skill: You are trained in pleasant social interaction.

Healing Touch (1 Intellect point). With a touch, you restore 1d6 points to one stat Pool of any creature. This ability is a difficulty 2 Intellect task. Each time you attempt to heal the same creature, the task difficulty increases by one step. The difficulty returns to 2 after that creature rests for ten hours. Action

Esoteries:
Onslaught of Flesh (1 Intellect point): You attack a foe using energies that assail either his physical form or his mind. In either case, you must be able to see your target. If the attack is physical, you emit a short-range blast of misguided healing injury that inflicts 4 points of damage. If the attack is mental, you focus your mental energy to blast the thought processes of another creature within short range. This mindslice inflicts 2 points of Intellect damage (and thus ignores Armor). Some creatures without minds (such as automatons) might be immune to mindslice. Action.
Healing Ward: You have a shield of healing energy around you at all times that helps deflect attacks. You gain +1 to Armor. Enabler

Oddities:

A folded piece of paper that, when opened, shows a message on it. The message changes each time the paper is folded and opened again, and the message is often not in a language you understand.
