Uncanny Dodge: Cannot be caught flat footed, even if target is invisible. Still loses Dexterity bonus to AC if immobilized or an opponent successfully uses the feint action.

Back Story:

Although every citizen in Amerys has to serve in the People's Army for several years, not all of them are equally suited for front line combat. The natives of the Regyn Forest are an unusually small and weak people that never grow larger then children. What they lack in strength they make up for in finesse and ingenuity. Masters of guerrilla tactics, these pygmies resisted enslavement for years by striking unseen from the forest with slings and blowguns while sending trained hawks to peck at their enemies then slipping away before they could be caught. Since Amerys has outlawed slavery, the natives have agreed to ally themselves with the government and mostly serve out their conscription as scouts.

Early on it was clear that Neg Etun was unfit to serve in the traditional method of his people. While he could sneak around in the woods as well as anyone, he lacked the talent at tracking and hawking that made them such valuable scouts. This did happen on occasion, and normally would have meant Neg would be conscripted into the main part of the army and assigned to a backwater border guard for the length of his service. However, during basic training one of his commanding officers, a man by the name of Lieutenant Kyro, recognized a hidden potential in Neg.

The first time the officer saw him, he mistook Neg for a child. Dressed in a uniform that was far to big for him, Neg looked like a kid wearing his father's clothes. Even for one of his people he was rather scrawny, and his hairless face had a childlike innocence to it. When the officer commented on his mistake, Neg's reaction made it clear that this wasn't the first time this had happened to the pygmy. It was then that Kyro came up with an idea that would make his career.

Lieutenant Kyro pulled Neg out of basic training and had him sent around the country to train. Actors from the famed playhouses of Tyrnel taught him the art of disguise. In Alistar members of the diplomatic division taught him how to talk people into doing things and convince them lies were true. A burglar serving 15 years in Port Maverick was offered a full pardon to teach him how to pick pockets and break in to houses. Most importantly, Neg was ordered to spend his free time playing with children and learning their mannerisms. The entire time Neg was kept in the dark about why he was learning these lessons; Kyro refused to tell anyone details for fear of the idea becoming compromised. Kyro's seemingly erratic decisions regarding Neg worried his superior offices, and almost led to the poor lieutenant being removed from duty. It was only after two years of training, when the lieutenant felt Neg was finally ready, that Kyro finally revealed his ingenious plan.

Neg never would have guessed what his mission would be, although in hindsight it was glaringly obvious given his training. The pygmy was to disguise himself as a child and infiltrate a heavily fortified enemy village located in the Reanos Mountains to obtain intelligence about their defenses. The village had been causing problems for Amerys for years, getting in the way of the nations expansionist aspirations. He would meet up with a traitorous villager who would claim Neg was his orphaned nephew from a nearby village. Neg would integrate himself into the community, with a focus on befriending the children of military members and guards. Through eavesdropping and a bit of coaxing Neg was to acquire information about troop arrangement and defensive measures the village was using from the parents of these children, who simply dismiss the pygmy as a curious child. Neg pulled off the mission flawlessly, and within six weeks the People's Army had enough information to pull off an invasion with minimal losses.

Since that first mission Neg has become a valuable asset in the People's Army. For the last nine years, whenever traditional covert methods have failed Neg has been sent in to finish the job. He doesn't just perform espionage missions, he also has been known to dabble in sabotage and the occasional assassination. The missions may vary, but he always operates as a young child. He has yet to be caught: the few times he has been found in the wrong location he has either pretended to be a lost child and has been let go with a warning to be more careful where he played.
