Mistress Paragon was part of an growth serum experiment done by LexCorp. A 0.1 milligram overdose of one chemical in the serum made it so the serum needs chemicals that emit when someone near is scared. When they injected the serum into her, the reaction with an unknown chemical in her blood resulted in a burst of energy, shrinking three top scientists near her. LexCorp needed those scientists, so they "reprogrammed" her mind to a singular goal:find the source of energy that will turn then back.

How it works: The people are
probably very small that the world can't really affect them.
The other reason is that she does not let anyone come near them, so she can't keep them anywhere, because she thinks someone will come near them.
