I feel that system mastery should be rewarding when it shows through intelligent strategical and tactical application of the systems in play to achieve unexpected and interesting results. It should not be a reward for having extra 20 hours to spend on manuals or the SRD reading build options.And why not? It's just like any other subject. If I spend an extra 20 hours studying statistics, would it be unfair for me to perform markedly better on an exam than someone who did not? I certainly don't see a difference.
If you work hard, you should do well. If you dont, then you shouldn't complain.
For me, it's because this is a game I play with other people. People whose company I enjoy and whom I would like to keep playing this game with. And I believe in general that's what Paizo is going for. They're not designing an exam. They're designing a cooperative, social, story telling game.
