*[u]Oathbow[/u]: Of elven make, this white +1 composite shortbow whispers, “Swift defeat to my enemies” in Elven when nocked and pulled. Once per day, if the archer swears aloud to slay her target (a free action), the bow's whisper becomes the shout “Death to those who have wronged me!” Against such a sworn enemy, the bow has a +3 enhancement bonus, and arrows launched from it deal an additional 1d6 points of damage (and ×4 on a critical hit instead of the normal ×3). After an enemy has been sworn, the bow is treated as only a masterwork weapon against all foes other than the sworn enemy, and the archer takes a –1 penalty on attack rolls with any weapon other than the oathbow. These bonuses and penalties last for 7 days or until the sworn enemy is slain or destroyed by the wielder of the oathbow, whichever comes first. The oathbow may only have one sworn enemy at a time. Once the wielder swears to slay a target, he cannot make a new oath until he has slain that target or 7 days have passed. Even if the wielder slays the sworn enemy on the same day that he makes the oath, he cannot activate the oathbow's special power again until 24 hours have passed from the time of death. From Selumie:

As a person, Keliwyn is very friendly and seemingly forthright. He is always sympathetic and willing to listen to people's opinions and problems, even if only calculated so as to gain their trust. He is, quite often, the smiling, happy guy in the pub willing to buy drinks for complete strangers, quick with a pat on the back, and willing to help those in need. Background:
Contacts: Some of Keliwyn's vast number of contacts include: Siladil - A half-elf innkeeper, Siladil is one of Keliwyn closest friends, and indeed, Keliyn often keeps a room at his inn for extended stays or when he, ahem, needs to entertain. Keliwyn can often be found in the bar & common rooms, and is friendly with the staff, all of whom know of his interest in any noteworthy gossip. Ked - A dwarven locksmith, Ked considers Keliwyn to be one of his few drinking bodies and respects him as someone who can appreciate fine craftsmanship, unlike most of the long legs in the city. Keliwyn has been known to challenge the dwarf with particularly tough locks and Ked, always eager to prove his skill and win a wager, is happy to ignore the broader implications of what Keliwyn might use such knowledge for. Tralo Aderinn - An officer of the guard at one of Korvosa's main gates, Tralo is happy to have his purse lined for the occassional information regarding the comings and goings of the city. Bunnel - A female halfling and madam to one of the more discriminating brothels in the city, "Bunny" is happy to also provide Keliwyn with information about her customers, as long as he continues to steer business her way and spread rumours about the other houses girls. Daisy - A female halfling living in the Shingles, who was a neighbor of Ardu, a human ally to the Mierani. Mardelee - A daughter of one of Korvosa minor noble families, Mardelee is rough, crass, and obnoxious and would be better off wearing a veil. In short, her marriage prospects are dim and getting dimmer, and she soaks up the attention that the sophisticated Keliwyn gives her. Although her parents don't know of their secret relationship, she longs for the day when he will be able to return to his homeland, sweeping her away with him. Cygney Greenlake - A forlorn elf and friend of Keliwyn, she runs a scribe/copying business in Lower Northgate. Unlike some forlorn, she moves and speaks well, but is always at the edge of the small Meirani community in Korvosa constantly seeking to ingratiate herself. At times her eagerness to please seems desperate, and she can be aggravatingly persistent. Selimir - Mierani Consul to Korvosa, whose residence is in Northgate.
