So you are standing base to base with someone. I see no penalty to fire a bow, sling etc at them. Am I missing a fundamental piece of the ranged combat equation?

I am sure this is in the rulebook, but I have looked in the two most likely places. So for something like shove or grapple that says this:

You push an opponent away from you. Attempt an Athletics
check against your opponent’s Fortitude DC.

So they roll athletics, no problem. Is the Fortitude DC 10 + their fort save modifier?
