Grace takes her time and fires her gun twice at the idiot who just made the fatal mistake of shooting at her.

Assuming that was her second action phase Grace takes two shots in the third action phase at the closest elf who using automatic weapons near what she thinks is black death.

I'm feeling stupid again because I keep forgetting the combat rules. From what I understand she gets 2 shots per action phase for firing a semi-auto, she's only firing a single gun so no split pool but the second shot is -1 for recoil. I also lost track of whether it was the second action phase or third (you say both in your post).

If this is the second phase of a round I think I lose the last 2 hits due to recoil :(
Assuming the Cutter Captain doesn't do anything crazy to the group Grace is going to fire 2 shots at the the remaining Ancient on her side. She will move if there if her line of fire is blocked after that she will move.
Grace kisses her gun lightly and fires just one careful shot at the lead rider in front of her this turn:

Grace carefully scratches her nose with the butt of her pistol.
Hey it's better than just strafing everyone not on the team :)
Primary concern is clean line of site for the whole dock area. Secondary concern is a way to get down and assist team members in the dock area if things go south.
Grace feels she would best serve the team if she has the option to give supporting fire.
She is also going to conceal her cruiser behind the warehouse or the boat storage and ensure there is a back way out from the boat storage in the event the group needs to leave in a hurry.
Grace searches the boat storage racks for a place where she can conceal herself while getting a clean line of fine at the dock.
"I thought the whole point of getting the ambulance in advance was so we could accomplish this with stealth."
"I can deal with that but first we need to get the poor sap before we can sell him, lets not count our chickens before they hatch."
"I have a doc, 1,000yen/ day and he can bring his own gear. How long you figure we're gonna sit on this guy?". As Grace speaks she is breaking down and inspecting the uzzy she got from the toughs earlier. "First thing we need to do though is get the guy. I'm not even sure it's a good idea to let one of these gangs get a hold of a bio-weapon that is this hot. Beyond that I usually advocate sticking to a contract I've agreed on, makes thing much cleaner that selling your loyalty half way through a job. I've got this whole thing mixed up now. Who does our Mr Johnson work for? Assuming he's not a total bastard I suggest once we get the mark we contact Mr Johnson and renegotiate for a better price"
Grace's frustration at what are obviously cheap weapons made for use by amateurs is clearly visible as she finishes cleaning and servicing the weapon.
Grace is going to keep an eye out for others and wait to see how the ancient reacts to Ronin.

"Man this is an ugly spot for a shootout. Any chance Neon can kill the cameras around here?"
Grace does her best to look like someone else.

"Ronin, you think you'll need some backup at the bus stop? I'm just trying to track down a doc to help keep the mark alive, it's no trouble tagging along on the off change you need a hand."
"Ronin, you are calling the shots."
Mr Johnson:
"I have a contact, just a name really, of a doctor who should be able to help us keep this guy alive. Let me call my contact and get the hook up on the Doc."
Mr Johnson: Grace is going to call Jarillmo and try to get ahold of that PhD. See if he can help with the medwagon.
"Tomas, I guess if I'm going my job right they'll be busy keeping their heads down so they won't get a good look at me"

Grace helps load the bodies into the van and pockets one of the uzzy's and some of the ammo and if no one else grabs the other she'll pocket them all for later sale. "I'll follow in my cruiser." Grace suggests, eyeballing the broken carparts and small crater in the asphalt. We better clear out quick."
"I don't think we'll find something with this kind of gear in it in a hurry unless we hijack an ambulance."
Grace is going to dig around the corpses and the unconscious guy for interesting gear.
Is the unconscious guy going to bleed out? We want to keep him alive if possible. Also, is the evo beyond hope of repair?
"The way I see it our priorities are to get that van back rolling", Grace looks over at Crisno, "Can your mechanic friend meet us somewhere close by?"
"As soon as we get the van rolling we need to make sure that trauma gear is online and running well. No offense Neon but I think the best way to ensure that is in this guys brain and Tomas has the keys to that", Grace gestures at the unconscious rigger. "Keep plugging at it Neon but if we can get this guy back functional I think we can convince him that it's in his best interest to help us out."
"See if you can find the number of a good mechanic while you are in there."
Grace clears the jam in her gun, reloads the cartridges and cleans her guns as she talks. "Ok, lets get the score from the rigger here. I suck at fixing the holes I put in people, anyone know how to use a band aid?"
"Damn are we screwed. Anyone know where we can chase up an ambulance like yesterday?"
Grace checks the vitals on all the marks. Then assuming they are all dead kicks the human who shot her in the head.
"We need to get this bus rolling. Anyone know a mechanic?"
"What's up Neon?" Grace says as she climbs down from the roof of the building.
"So much for keeping one of them alive for asking questions. We need to blaze out of here, this gunfire is sure to have drawn some attention. Any chance that van is moving soon?"
So... I'm a little mixed up now. We're all good on damage and Grace gets to put more holes in things? I'm assuming 1 die less for wounds and 1 less on the second shot for recoil.

Can I clear the jam and still fire at least once this round?
Forgive me if this is wrong, the way I'm looking at this Grace has 2 guns each of which fire twice per action phase. She has a 5 agility and 6 for Pistols for a dice pool of 11. Firing 2 guns she splits the pool so I'm assuming one pool of 5 and the other 6 dice.
Grace fires at the vehicle's tire's or any other identifiable vulnerable part.
5 dice pool:
First Shot (1d6=6, 1d6=2, 1d6=6, 1d6=6, 1d6=3) 3 hits
Second shot (1d6=1, 1d6=2, 1d6=1, 1d6=2, 1d6=3) No Hits
6 Dice pool:

"The roof sounds good to me, nice clear line of fire."
Grace picks a roof just past where the IED will explode so she has a chance to off the driver with gunfire if the IED doesn't disable the vehicle. She is also going to bring a rope and tie it to something solid so she can get down from the roof in a hurry if she needs to.

From you discussions I assumed that you are looking for a place to ambush the car.
To ambush the car you are planing to use explosives to stop the car them then jump the car with neon spider jinking the trafic systems.
Is there any thing I missed or anybody wants to add?
That's more the idea unless Neon can down their car electronically.
We're kind of dead in the water until Seeker peeks in since we need his 'leet hacker skillz.
"Then lets see how confident Neon is about getting the routing for the Evo team. If we can get some info on their route and what their transport is that sounds like a good plan. Otherwise we should keep looking at grabbing the mark at the transfer point."
Grace looks the the Detective/ Mage "I was thinking that stunning the mark wound be better than having him run around like a chicken with it's head cut off and maybe get in a crossfire. It also makes it harder for them to grab him and run."
"There is another possible complication, and I only mention this because Mr. Johnson always seems to add complications. What if there is a third party trying to nab or kill the courier?"
Grace looks up from polishing her Manhunter, "Ronin, that's a great idea but are we going to be able to take down their vehicle? My munitions are more anti-personnel. If we can figure out how to take out their transport that's probably the best bet. You think we can mine the road?"
"Otherwise perhaps the mage can stealth in close to where the drop is going to be and stun the courier while Ronin and I focus on taking out the Evo crew when they get out of their vehicle."

Can I assume we've moved to a pub or something to talk strategy? Grace really doesn't want to talk strategy in front of Mr Johnson.

"Ok, so Ronin are you okay going in to grab the courier? I'll have your back. What kind of support can the rest of you give us?"
"Sounds good to me."
Grace looks over the crew gathered together, "Head to the pub and talk strategy a little? I'm not big into banging lips but we should at least put together a basic strategy."
"My specialty is putting holes in people, providing covering fire and keeping the other guys head down. I can go in and grab the courier but I do best with a little range."
"is the courier armed, do we have to worry about suppressing him too or is he just meat?"
