Like Aslan in The Chronicles of Narnia, I wanna make him as an NPC, but I can't find the talking-lion-with-possible-levels-if-i-feel-like-it template. Is there such a thing?

I have tried to look up the rules for this, just to comfirm, all the rules that apply to two-weapons fighting applies to the quarterstaff right.

(so, if i made a ranger, he could choose to go two weapons fighting and apply those feats to a quarterstaff)

EDIT: sorry to ask this again if there already has been a thread about this, I tried to search, but couldn't find one.
