A small regiment, raised immediately after the largest Phobos regiment ever created, the 13th Phobos Greys, Blacks and Reds, collectively labeled the "Phantoms," the 14th have to deal with the woe of losing friends and family in the mysterious disappearance of the 13th as well as the increasing insanity of their objectives. Mistrust, paranoia and insanity brew as the regiment is driven further and further behind enemy lines in the mysterious "Terminus Mortis" and there have to face the worst enemy of all - themselves.

The players play as government workers and agents in the perpetually fogged nation of Coire. As the players are driven further into the depths of the malcontent bureaucracy and the worldwide military-industrial complex they must decide one way or the other how to deal with how nations deal with their citizens.
